How gold gains are taxed
- The Law on Personal Income Tax No. 109/2025/QH15, passed in December 2025 and in force from 1 July 2026, adds income from transferring gold bars to taxable income. The rate is 0.1% of the value of each transfer, for residents and non-residents alike, so it would be due whether you sell at a gain or a loss.
- The Government must set a taxable value threshold (people saving below it are meant to be outside the tax), the start date, and may adjust the rate under its gold-market roadmap.
- On 30 June 2026 the Ministry of Finance said the tax would not be collected from 1 July. The general implementing decree leaves gold out; a separate decree on VAT, corporate and personal income tax for gold trading is being drafted with the State Bank.
- Decree 232/2025/ND-CP (in force 10 October 2025) ended the State Bank's monopoly on producing gold bars. Gold purchases and sales of VND 20 million or more a day must be paid through bank accounts, and individuals may buy and sell bars only with licensed traders (fines up to VND 20 million).
Reporting
- Nothing to declare until the implementing decree is issued.
- The decree is expected to say who declares or withholds the tax.
Losses
- The 0.1% is charged on the sale value, not the gain, so there's no loss relief.
