How gold gains are taxed

  • There is currently no personal income tax in Kuwait, and individuals don't file tax returns (PwC, reviewed July 2026). Nothing taxes a private sale of gold at a gain.
  • The taxes Kuwait does have are aimed at businesses. The newest, a 15% domestic minimum top-up tax from 1 January 2025 (regulations issued June 2025), only applies to large multinational groups.
  • No VAT: Kuwait signed the 2016 GCC VAT agreement but never passed a VAT law, and its 2026–2030 fiscal plan makes no provision for one.
  • Payments for gold are regulated: Commerce Ministry decrees 172 and 173 (reported September 2026) require purchases of gold, precious stones and metals to go through non-cash channels approved by the Central Bank, with extra customer checks on gold sales above KWD 3,000. These are anti-money-laundering rules, not taxes.

Reporting

  • No tax return or tax report for a private sale of gold.
  • Dealers may ask for ID and pay by non-cash means under the anti-money-laundering rules.

Losses

  • No relief: as gains aren't taxed, losses can't be used either.
If you're tax resident in another country (for example an expatriate who keeps ties at home), that country may tax the gain even though Kuwait doesn't.
