Rules for Jewellers in Mexico
Reviewed October 2026. Check the sources for the latest rules before acting on them.
Making charges and pricing
Mexican jewellery is sold both ways. Chains, rings and other everyday gold in the jewellery centres and many independent shops are priced by the gram for each karat (10K, 14K or 18K), while chain stores and designer pieces sell at a price for the finished item. Bespoke work and repairs carry a separate hechura (labour) charge, and stones are priced on top. Prices shown to consumers must include IVA, and under the precious-metals standard the shop must display a chart of karat-to-fineness equivalents.
Old gold (oro usado, oro quebrado) is bought by jewellers, gold buyers and casas de empeño by weight and karat: the piece is tested (acid, touchstone or XRF), stones are removed, and the fine gold content is paid at a buying rate below the market price, which allows for refining and margin. Pawnshops value gold pieces the same way and lend a share of that appraisal.
Hallmarking and purity marks
Mexico has no state assay office, but marking is compulsory under NOM-033-1-SE-2020 (gold, silver, platinum and palladium articles, part 1: commercial information and test methods), published on 21 December 2021 and in force since 19 June 2022. It replaced NOM-033-SCFI-1994. Each article must carry, stamped on the piece where space allows, its fineness (in karats, such as 14K, or in thousandths), the maker's or importer's mark registered with the Dirección General de Normas, and the country of origin. The minimum for gold is 10K (416.66 thousandths): lower alloys may not be sold as gold.
The standard allows gold to fall below the stated fineness by no more than 3 thousandths, or 5 for machine-woven pieces with solder, with slightly wider limits for some hollow and powder-soldered work. There is no weight exemption. Compliance is checked by accredited verification units, and the standard is enforced by Profeco (the federal consumer protection agency) and the Dirección General de Normas.
Tax on sales and scrap
Retail sales of jewellery to the public carry 16% IVA on the full price. Taxpayers in the northern and southern border regions who are entered in the SAT's register of beneficiaries can apply a reduced 8% under the border-region decree, which was extended to 31 December 2026. Under art. 2-A, fr. I, inciso h) of the Ley del IVA, sales of gold, jewellery, goldsmiths' work, artistic or ornamental pieces and ingots with at least 80% gold are zero-rated when they are not retail sales to the general public, so trade between manufacturers, wholesalers and jewellers is usually at 0%. Article 10 of the IVA Regulation counts the materials used to work the gold within the 80%, provided the piece is at least 10 karat. Mexican and foreign coins, including gold coins such as the Centenario and Libertad, are exempt (art. 9, fr. VI), as are gold ingots of at least 99% sold at retail (art. 9, fr. VIII).
Buying old jewellery from a private individual involves no IVA, because used goods sold by someone other than a business are exempt. Check with your contador how to document such purchases for income tax.
Customer checks and reporting
Trading or brokering precious metals, precious stones, jewellery or watches habitually or professionally is an actividad vulnerable under art. 17, fr. VI of the LFPIORPI (federal anti-money-laundering law). Thresholds are set in UMA, worth MXN 117.31 a day from 1 February 2026. You must identify the customer in transactions of 805 UMA or more (about MXN 94,435) and file an aviso for transactions of 1,605 UMA or more (about MXN 188,283). Since the reform published on 16 July 2025, in force from 17 July 2025, the aviso threshold applies whatever the payment method; before, it applied only to cash. Businesses must register in the SAT's anti-money-laundering portal (SPPLD) and file avisos by the 17th of the following month, or within 24 hours where there are signs that the funds are illicit. Records must now be kept for 10 years instead of five.
The reform also requires the beneficial owner to be identified, a risk assessment, an internal manual, annual training, automated monitoring and an annual audit. These are phased in under amended general rules published on 7 August 2026: the risk assessment and the new due-diligence and beneficial-owner rules apply from 1 March 2027, automated monitoring from 1 June 2027, and the first audit covers 2028. Under art. 32, fr. III, paying in cash for jewellery, precious metals or stones (per piece or per lot) or watches is prohibited at 3,210 UMA or more (about MXN 376,565). Pawnshops must also be entered in Profeco's Registro Público de Casas de Empeño and follow NOM-179-SCFI-2016.

Jewellers in Mexico: FAQ
What is the scrap gold price per gram in Mexico today?
The melt value of gold today is about $2,408.06 per gram for 24K (oro puro), $2,169.43 per gram for 21.6K (ley .900, Centenario), $1,807.86 per gram for 18K, $1,410.13 per gram for 14K, $1,005.17 per gram for 10K, at the international spot price converted to MXN (Oct 22, 2026 · 3:00 PM CST). Buyers of scrap pay a percentage of this melt value to cover refining, assaying and their margin; use the scrap column on this page to work out your own buying price.
How do Mexican jewellers work out the value of old gold?
Test the piece for its karat, remove the stones and weigh it. Multiply the weight by the fineness, for example 0.417 for 10K, 0.585 for 14K or 0.750 for 18K, to get the fine gold content, then value that at the price per gram on this page. Buyers and pawnshops pay a percentage of that figure to cover refining and margin.
Is IVA charged on gold jewellery in Mexico?
Yes, 16% on retail sales to the public (8% for eligible businesses in the border regions). Sales of gold and jewellery with at least 80% gold that are not retail sales to the general public, such as sales between manufacturers, wholesalers and jewellers, are zero-rated, and the IVA Regulation lets 10K and higher pieces qualify.
Does gold jewellery have to be marked in Mexico?
Yes. Under NOM-033-1-SE-2020 each piece must show its fineness, the maker's or importer's registered mark and the country of origin. Nothing under 10K may be sold as gold, and the actual fineness may be no more than 3 thousandths below the mark.
When must a jeweller file an aviso under the anti-money-laundering law?
For transactions of 1,605 UMA or more (about MXN 188,283 in 2026), whatever the payment method, by the 17th of the following month. You must identify the customer from 805 UMA, and cash payments of 3,210 UMA or more are prohibited.
