ID and Cash Limits for Buying Gold in Vietnam

Since 10 October 2025 (Decree 232/2025/ND-CP), any gold purchase or sale worth VND 20 million or more per customer per day must be paid from your own bank payment account to the dealer's, so cash is only allowed below that. Gold bars can only be traded with licensed banks and companies, which record your citizen ID and pass each deal to the State Bank.

The rules in detail

  • Decree 232/2025/ND-CP amends Decree 24/2012 on gold trading. Payments for gold trading of VND 20 million or more per day by one customer must be made through that customer's payment account and the dealer's account at a commercial bank or foreign bank branch.
  • The State Bank switched from a per-transaction test to a daily total after the Ministry of Public Security warned that buyers could split purchases.
  • Since 9 February 2026 (Decree 340/2025), paying outside bank accounts above the threshold, or using gold as payment, can bring fines of VND 10–20 million for individuals.
  • Under Circular 34/2025/TT-NHNN, licensed gold-bar sellers must connect to the State Bank and send transaction data including buyers' citizen ID details, quantity and value. Data connection was due by 31 March 2026, and daily totals are reported by 2 p.m. the next working day.
  • Under Decision 11/2023/QD-TTg, reporting entities, including dealers in precious metals and gems, report transactions of VND 400 million or more to the State Bank (since 1 December 2023).

When you sell

  • For VND 20 million or more in a day, you are paid into your own bank account, not in cash.
  • The 2025 Personal Income Tax Law (in force 1 July 2026) taxes gold-bar transfers at 0.1%. The Finance Ministry said in June 2026 it can't be collected until a decree sets the details.

Silver and jewellery

  • The VND 20 million rule covers gold trading in general, not only bars. The ID and data-sharing rules are for gold bars.
  • Decree 232 covers gold only. Silver falls under the general AML large-value reporting rules.
