The rules in detail
- Ministerial Decision No. 425/2023 of the Ministry of Commerce, Industry and Investment Promotion (Official Gazette 1506, 13 August 2023) requires businesses buying and selling precious metals and gemstones to use electronic payment, cheques or bank transfers for any transaction worth OMR 5,000 or more, or the equivalent in foreign currency. Below that, cash is allowed.
- Breaches can bring a warning, a fine of at least OMR 500, or suspension of the business for up to 3 months. The ministry reminded traders of the rule on 10 August 2026.
- A ministry circular reiterated in February 2022 requires jewellers to check customers' identity documents for any purchase or sale of gold, jewellery, precious metals or stones, as part of customer due diligence under the AML law. Officials collect purchase records from shops regularly.
- Since September 2025 every licensed dealer must appoint a compliance officer responsible for AML rules, including reporting suspicious transactions.
When you sell
- Show your ID card (or passport if you are a visitor).
- If the deal is OMR 5,000 or more, expect to be paid by bank transfer or cheque; the decision covers any commercial transaction, though it doesn't say expressly that it covers purchases from individuals.
Silver and travel
- The rules cover precious metals, so silver is treated the same.
- Cash, bearer instruments, precious metals and gemstones worth OMR 6,000 or more must be declared to customs.
