Rules for Jewellers in Thailand
Reviewed October 2026. Check the sources for the latest rules before acting on them.
Making charges and pricing
Thai gold ornaments (ทองรูปพรรณ) are 96.5% gold and sold by baht weight. For ornaments, one baht is 15.16 g, against 15.244 g for bars, and standard weights run from half a salueng (about 1.9 g) to several baht. Shops price a piece at the Gold Traders Association's ornament selling price for its weight, plus a making charge (ค่ากำเหน็จ) per piece that depends on the design. 18K and gem-set jewellery is usually priced per item.
The association announces bar and ornament prices several times a day. When buying back ornaments, shops start from the association's ornament buying price, which is below the bar buying price, and may deduct more for pieces from other shops or in poor condition. Scrap is valued on its tested fine gold content.
Hallmarking and purity marks
Thailand has no compulsory hallmarking by an assay office; by custom, shops stamp ornaments with their own mark and the purity. Gold ornaments are a label-controlled product under the Consumer Protection Act, enforced by the Office of the Consumer Protection Board (OCPB). The label must show the type of ornament, the business name and address or a registered trademark, the purity in karats or percent, the weight in grams and the price in baht. Shops must also display their minimum buying-back price, based on the price announced by the Gold Traders Association. A seller who breaks the labelling rules faces up to six months' imprisonment, a fine of up to 100,000 baht, or both.
In October 2026 the Gem and Jewelry Institute of Thailand (GIT) issued a GIT Standard for Thai gold ornaments that sets a minimum of 96.5% gold, not counting solder. GIT also runs the voluntary Buy With Confidence certification for shops.
Tax on sales and scrap
Gold not yet made into ornaments, such as bars, of at least 96.5% purity is exempt from VAT under Royal Decree No. 311 (B.E. 2540), as amended. The trader must notify the Revenue Department and be a member of a gold or gem trade association. Plain gold ornaments carry 7% VAT on a special base under the Director-General's VAT Notification No. 117, issued under section 79(4) of the Revenue Code. A VAT-registered seller holding a second-hand trading licence leaves out of the base the ornament buying price that the Gold Traders Association announces that day. VAT is therefore paid only on the difference, which is mainly the making charge and margin.
Gem-set jewellery does not qualify for the special base, so VAT applies to the full price, as it does on imported jewellery. No VAT is due when you buy old gold from a private individual, and there is no import duty on gold bullion. The reduced 7% VAT rate has been extended to 30 September 2027.
Customer checks and reporting
Gold shops run as juristic persons, such as companies and partnerships, are reporting entities under section 16 of the Anti-Money Laundering Act B.E. 2542 (1999), supervised by the Anti-Money Laundering Office (AMLO). A shop owned by an individual is outside the routine reporting duties, but AMLO can order it in writing to report where there are grounds for suspicion. Covered shops must identify customers in occasional transactions of 100,000 baht or more, single or linked, and carry out risk-based due diligence, including screening against AMLO's lists of designated persons. Cash purchases or sales of gold of 2 million baht or more must be reported to AMLO on form 1-05-2, in two batches a month (within seven days after the 15th and after month-end); payments through banks do not count. Suspicious transactions must be reported on form 1-05-10 within seven days, whatever the amount. Shops need a written AML policy and trained staff. Customer due-diligence records must be kept for ten years after the relationship ends. Buying old gold from the public for resale needs a second-hand trading licence.
In January 2026 AMLO began reviewing whether to lower the 2 million baht reporting threshold. The Bank of Thailand has proposed capping cash payments for gold bars at gold shops: after a first consultation in July and August 2026, a revised draft open for comment from 24 September to 23 October 2026 sets the cap at 10 million baht per customer per day per shop or branch, and 50 million baht for dealings with other gold shops, with larger amounts to be paid electronically. Neither change was final at the time of review. Since 27 January 2026, gold importers and exporters whose domestic gold trade averages 10 billion baht a year or more have had to report their gold transactions to the Bank of Thailand.

Jewellers in Thailand: FAQ
What is the scrap gold price per gram in Thailand today?
The melt value of gold today is about ฿4,334.94 per gram for 99.99%, ฿4,183.63 per gram for 96.5% (Thai standard), ฿3,251.53 per gram for 18K, ฿2,536.19 per gram for 14K, at the international spot price converted to THB (Oct 24, 2026 · 4:00 AM ICT). Buyers of scrap pay a percentage of this melt value to cover refining, assaying and their margin; use the scrap column on this page to work out your own buying price.
How do Thai gold shops work out the value of old gold?
Weigh the piece in grams, check its purity (96.5% for most Thai ornaments) and multiply the two to get the fine gold content. Then value that at the gold price per gram on this page. For 96.5% ornaments, shops start from the Gold Traders Association's ornament buying price per baht weight (15.16 g) and may deduct more. Melted ornaments can test slightly below 96.5% because of solder.
How many grams is one baht of gold?
15.244 g for gold bars and 15.16 g for ornaments. One salueng is a quarter of a baht: about 3.81 g for bars and 3.79 g for ornaments.
Is VAT charged on gold ornaments in Thailand?
Yes, but on plain gold ornaments the 7% VAT falls only on the difference between the selling price and the Gold Traders Association's announced buying price, which is mainly the making charge. Gold bars of 96.5% or better are exempt, and gem-set and imported jewellery pay VAT on the full price.
When must a gold shop report to AMLO?
If the shop is a company or other juristic person, cash purchases or sales of gold of 2 million baht or more must be reported twice a month, and suspicious transactions within seven days whatever the amount. Customers must be identified for transactions of 100,000 baht or more.
