Rules for Jewellers in Saudi Arabia

Reviewed October 2026. Check the sources for the latest rules before acting on them.

Making charges and pricing

Saudi jewellery is priced by weight: the day's gram rate for the karat, plus a making charge quoted per gram or per piece, plus 15% VAT on the total. Since 11 October 2025, any advertisement for precious metals or gemstones must state the type, weight, purity and price of each item. Gem-set jewellery must carry an identification tag.

Hallmarking and purity marks

Under the Law of Precious Metals and Gemstones, precious-metal items may not be sold, displayed or held for sale unless they are stamped with the official mark and a purity from the legal standards set by the Ministry of Commerce. Traders, manufacturers and importers must also apply a registered trademark. Foreign stamps on imported pieces are accepted if they show the actual fineness and it matches a legal standard.

Amendments in force since 11 October 2025 made three main changes. The Ministry of Industry and Mineral Resources now licenses manufacturing, while the Ministry of Commerce supervises trade and retail. The previous tolerance that let pieces fall below their stated karat was removed. Used jewellery must be displayed in a separate area of the shop.

Tax on sales and scrap

Gold jewellery carries 15% VAT on the full price, including making charges. Investment gold of 99% purity or more, in bars, ingots and qualifying coins, is zero-rated. A private individual selling you old gold is not making a taxable supply, so no VAT is charged. Since October 2025, however, a shop buying from an individual must issue a special invoice recording the seller's name, ID number and nationality.

Customer checks and reporting

The Ministry of Commerce supervises dealers in precious metals and gemstones under the Anti-Money Laundering Law. In October 2026 it confirmed that cash purchases or sales of SAR 50,000 or more require identity verification, customer due diligence and record keeping. This applies whether the amount is paid in one transaction or in several that appear linked. Due diligence is also needed at any amount when there is suspicion, and suspicious transactions must be reported to the General Directorate of Financial Investigation. Each branch must display a notice explaining the ID requirement.

Manufacturing requires an industrial licence from the Ministry of Industry and Mineral Resources. Repair, cleaning, plating and polishing must be listed in the business's commercial registration.

Jewellers in Saudi Arabia: FAQ

What is the scrap gold price per gram in Saudi Arabia today?

The melt value of gold today is about SAR 481.52 per gram for 24K, SAR 441.52 per gram for 22K, SAR 421.76 per gram for 21K, SAR 361.51 per gram for 18K, at the international spot price converted to SAR (Oct 24, 2026 · 12:00 AM AST). Buyers of scrap pay a percentage of this melt value to cover refining, assaying and their margin; use the scrap column on this page to work out your own buying price.

How do Saudi jewellers calculate the value of old gold?

Weigh the piece, confirm its karat, and multiply the weight by its purity (0.875 for 21K, 0.750 for 18K) to get the pure gold content. Then value that at the day's gram price. When buying from an individual, you must issue a special invoice with the seller's name, ID number and nationality.

Is VAT charged when a jeweller buys old gold from a customer?

No, not from a private individual. VAT at 15% is charged when jewellery is sold. Investment gold of 99%+ purity is zero-rated.

Must gold jewellery be stamped in Saudi Arabia?

Yes. Items may not be sold or displayed for sale unless they carry the official mark and a legal purity standard, and since October 2025 the old karat tolerance no longer applies.

What ID checks apply to cash sales over SAR 50,000?

Cash purchases or sales of SAR 50,000 or more, single or linked, require you to verify the customer's ID, carry out due diligence and keep records. Suspicious transactions must be reported whatever the amount.
