Rules for Jewellers in Qatar

Reviewed October 2026. Check the sources for the latest rules before acting on them.

Making charges and pricing

Qatari jewellery is priced by weight: the day's gram rate for the karat, plus a making charge quoted per gram or per piece. There is no VAT to add. Making charges vary with design and origin and are often negotiated in the Gold Souq. Stones are priced separately from the gold.

When a shop buys or exchanges old gold, it checks the karat and weight, deducts stones, and pays for the gold content at its buying rate. A payment for gold above QAR 50,000 cannot be made in cash, whichever way the gold is moving.

Hallmarking and purity marks

Under Law No. 4 of 1978 on the control, testing and hallmarking of precious metals, gold, silver and platinum articles may not be sold, offered or held for sale unless they carry a Qatari government stamp or a recognised foreign one. Items must be submitted for testing and stamping before they are put on the market. The law sets legal gold grades from 12K to 23.5K, including 18K, 21K and 22K. Dealing in unstamped articles can bring imprisonment, fines and seizure of the goods. The Central Laboratories of the Qatar General Organisation for Standards and Metrology (QS) carry out testing for the market.

In September 2026 the Cabinet approved a draft precious metals and gemstones law to replace the 1978 law, and referred it to the Shura Council. It was prepared by the Ministry of Commerce and Industry with QS and would strengthen QS's supervisory role. At the time of review it had not been issued.

Tax on sales and scrap

Qatar has no VAT and no sales tax, so jewellery, investment gold and making charges are sold without a consumption tax. Qatar signed the GCC VAT agreement, and officials have said VAT is coming, but no VAT law had been issued at the time of review. Buying old gold from the public involves no tax either.

If VAT is introduced, the rules for jewellery, investment gold and trade between dealers will need checking. Other GCC states zero-rate investment gold and, in the UAE, apply a reverse charge between dealers.

Customer checks and reporting

Dealers in precious metals and stones are supervised by the Ministry of Commerce and Industry (MOCI) under Law No. 20 of 2019 on combating money laundering and terrorism financing, as amended by Law No. 18 of 2025. The AML/CFT Compliance Rules apply to cash transactions of QAR 50,000 or more, single or linked: identify and verify the customer, apply enhanced due diligence to politically exposed persons, and screen against national and UN sanctions lists. Records must be kept for at least ten years. Suspicious transactions must be reported to the Qatar Financial Information Unit (QFIU) whatever the amount. Under a June 2026 mechanism agreed between MOCI and QFIU, MOCI-supervised businesses file these reports electronically on QFIU's Ekhtar platform.

Separately, Law No. 4 of 2022 and Cabinet Decision No. 10 of 2022 prohibit paying more than QAR 50,000 in cash for precious metals, gemstones and jewellery. Larger payments must be made by cheque, bank transfer or card, and splitting payments to avoid the limit is penalised. Under MOCI Circular No. 4 of 2025 (29 December 2025), every dealer must register on MOCI's AML/CFT Inspections Portal. It must also appoint a compliance officer and a deputy and upload its AML/CFT programme, risk assessment and self-assessment questionnaires.

Jewellers in Qatar: FAQ

What is the scrap gold price per gram in Qatar today?

The melt value of gold today is about QAR 470.46 per gram for 24K, QAR 431.37 per gram for 22K, QAR 412.06 per gram for 21K, QAR 353.20 per gram for 18K, at the international spot price converted to QAR (Oct 23, 2026 · 12:00 AM AST). Buyers of scrap pay a percentage of this melt value to cover refining, assaying and their margin; use the scrap column on this page to work out your own buying price.

How do Qatari jewellers work out the value of old gold?

Weigh the piece, confirm its karat and deduct stones. Multiply the weight by its purity (0.875 for 21K, 0.750 for 18K) to get the pure gold content, then value that at the gram price on this page. Shops pay less than the full value to cover refining and margin.

Is there VAT on gold jewellery in Qatar?

No. Qatar has no VAT or sales tax, so jewellery and making charges are sold without a consumption tax. No VAT law had been issued as of October 2026.

Can a Qatari jeweller accept cash for a large gold sale?

Not above QAR 50,000. Law No. 4 of 2022 requires larger payments for precious metals, gemstones and jewellery to be made by cheque, bank transfer or card. Customer due diligence applies to cash transactions of QAR 50,000 or more.

Does gold jewellery have to be stamped in Qatar?

Yes. Law No. 4 of 1978 bars selling or displaying gold articles for sale unless they carry a Qatari government stamp or a recognised foreign one, and dealing in unstamped items is an offence.
