Rules for Jewellers in Pakistan
Reviewed October 2026. Check the sources for the latest rules before acting on them.
Making charges and pricing
Pakistani jewellery is priced by weight. The trade weighs in tola, masha and ratti (1 tola = 12 masha = 96 ratti) and quotes rates per tola and per 10 grams. The All Pakistan Gems and Jewellers Sarafa Association publishes a daily 24K rate that the bazaars follow. A piece is charged at the day's rate for its karat, plus a making charge (mazdoori) quoted per tola, per gram or per piece, plus sales tax. Stones should be weighed and priced separately so that they are not charged at the gold rate.
The quoted rate is for bar gold. Gold recovered by melting and acid-refining old jewellery, known as tezabi gold, trades below it. When a jeweller buys back or exchanges old jewellery, it tests the karat, deducts stones and other non-gold parts, and pays for the gold content at its own buying rate, which is below the selling rate.
Hallmarking and purity marks
Pakistan has no compulsory hallmarking and no national assay office. Most locally made jewellery is not stamped with its karat, so the karat the jeweller states on the bill is what the buyer relies on. A Pakistan Assaying and Hallmarking Council Act was approved in principle by a cabinet committee in 2017, but we found no sign that it has been enacted.
In practice, purity is checked with a touchstone or an XRF karat-testing machine at the counter or at a testing laboratory in the sarafa bazaar. Stating a karat that the gold does not meet can still breach provincial consumer protection laws, so keep test results and state the karat and weight on every invoice.
Tax on sales and scrap
Since the Finance Act 2022, locally manufactured jewellery has carried a reduced 3% sales tax under the Sales Tax Act 1990, instead of the standard 18%. The condition is that no input tax can be adjusted, so sales tax paid on gold bought as raw material is a cost to the jeweller. Monetary gold is exempt from sales tax. The same Act brought jewellers, other than those with shops under 300 sq ft, into the Tier-1 retailer regime, which requires FBR-integrated point-of-sale systems and FBR-linked invoices. Finance Act 2026, effective 1 July 2026, reworked the Tier-1 definition around a Rs 200 million turnover threshold, so check with your tax adviser whether your shop is still Tier-1. The Finance Act 2026 summaries we reviewed show no change to the 3% jewellery rate.
A private individual selling their own jewellery is not a registered person making a taxable supply, so no sales tax is charged when you buy old gold from the public. Income-tax rules for jewellers, including withholding and the retailers' fixed-tax schemes, change often, so check the current position with your tax adviser.
Customer checks and reporting
The Federal Board of Revenue (FBR) is the AML/CFT supervisor for dealers in precious metals and stones under the Anti-Money Laundering Act 2010 and the FBR's AML/CFT Regulations for DNFBPs, 2020. They apply when a dealer carries out cash transactions of Rs 2 million or more with a customer, either in one transaction or in a series of linked ones. S.R.O. 1439(I)/2026 of 27 August 2026 replaced the term "jewellers" with DPMS and widened the definition to cover bullion dealers and sellers of gold, platinum, diamonds, precious and semi-precious stones and pearls. It left the Rs 2 million threshold unchanged.
A covered dealer must register with the FBR and on the Financial Monitoring Unit's goAML system. It must carry out customer and beneficial-owner due diligence, with enhanced due diligence for politically exposed persons. It must file currency transaction reports (CTRs) for cash transactions of Rs 2 million or more and suspicious transaction reports (STRs) whatever the amount. Records must be kept for at least five years, and longer where they relate to litigation. The 2026 amendment also requires prompt replies to requests from the FBR, the FMU and law-enforcement agencies.

Jewellers in Pakistan: FAQ
What is the scrap gold price per gram in Pakistan today?
The melt value of gold today is about Rs 35,801 per gram for 24K, Rs 32,827 per gram for 22K, Rs 31,357 per gram for 21K, Rs 29,852 per gram for 20K, Rs 26,878 per gram for 18K, at the international spot price converted to PKR (Oct 23, 2026 · 2:00 AM PKT). Buyers of scrap pay a percentage of this melt value to cover refining, assaying and their margin; use the scrap column on this page to work out your own buying price.
How do Pakistani jewellers work out the value of old gold?
Weigh the piece in tola or grams, test its karat, and deduct stones and other non-gold parts. Multiply the net weight by the purity (0.916 for 22K, 0.875 for 21K) to get the pure gold content, and value it at the 24K rate. The rate on this page is the international price converted to rupees, so the sarafa rate can sit above or below it. Buyers pay less than the full value to cover testing, refining and margin.
How many grams are in a tola, masha and ratti?
One tola is 11.6638 grams and is divided into 12 masha or 96 ratti. A masha is about 0.972 grams and a goldsmith's ratti about 0.1215 grams. The larger gem ratti of about 0.182 grams is used for stones, not gold.
What sales tax applies to gold jewellery in Pakistan?
Locally manufactured jewellery carries a reduced 3% sales tax, with no input tax adjustment. No sales tax is charged when you buy old gold from a private individual.
When do FBR anti-money-laundering rules apply to a jeweller?
When you carry out cash transactions of Rs 2 million or more with a customer, in one transaction or several linked ones. You must then register with the FBR and on goAML, do customer due diligence, file CTRs and STRs, and keep records.
