Rules for Jewellers in Kuwait

Reviewed October 2026. Check the sources for the latest rules before acting on them.

Making charges and pricing

Kuwaiti jewellery is priced by weight: the day's gram rate for the karat, plus a making charge. It is usually charged per gram on larger items such as bracelets and necklaces, and per piece on small items such as rings and pendants. A Ministry of Commerce and Industry decision of May 2021 requires each displayed piece to carry a price tag. For gold, the tag must show the company name, a barcode, the karat, weight, making charge and any gems.

When buying or exchanging old gold, shops check the karat and the official stamp, deduct stones, and pay for the gold content at their buying rate. Payment must be made by a non-cash method in both directions.

Hallmarking and purity marks

Gold and jewellery may be traded in Kuwait only after they have been examined and stamped by the Precious Metals Department of the Ministry of Commerce and Industry, under Kuwait's precious metals law. The department receives, tests and stamps locally made and imported pieces, and re-exports or breaks up items that do not meet the standard. It also issues certificates for items exempt from stamping and checks jewellery that consumers have bought locally. Ministry Decision No. 114 of 2021 introduced a new hallmark and required pieces bearing the old one to be re-stamped. Imports under international trademarks registered with the Ministry can be exempted from stamping on entry.

Inspectors visit shops, seize unstamped gold and refer violations to the commercial prosecution. Forging the Ministry's stamp is a criminal offence.

Tax on sales and scrap

Kuwait has no VAT and no sales tax, so jewellery, investment gold and making charges are sold without a consumption tax. Kuwait signed the GCC VAT agreement but has never passed a VAT law, and its 2026–2030 fiscal plan makes no provision for one. Buying old gold from the public involves no tax.

Travellers entering or leaving Kuwait must declare gold in any form, including jewellery, coins and bars, and should carry purchase invoices. Customs and excise changes affecting jewellery have been discussed, so check current import rates with Kuwait Customs.

Customer checks and reporting

The Ministry of Commerce and Industry supervises dealers in gold, precious metals and gemstones under Law No. 106 of 2013 on anti-money laundering and combating terrorism financing. Under Ministerial Resolution No. 182 of 2025 (announced in November 2025), these businesses may not use cash for any transaction or contract. All payments must be made by non-cash methods approved by the Central Bank of Kuwait. A business that breaks the rule faces closure and referral to the investigating authorities. Ministerial Decision No. 172, announced at the start of September 2026, requires risk-based internal controls, due diligence on customers and beneficial owners, transaction monitoring, record keeping, staff training and suspicious-transaction reporting.

Suspicious transactions must be reported to the Kuwait Financial Intelligence Unit through goAML within two working days. In October 2026 the Ministry announced fines on 27 gold and precious-metal businesses, at KWD 5,000 per violation, for AML violations found between January and August 2026. Penalties are set by Ministerial Resolution No. 25 of 2026 on DNFBP penalties, which allows fines of up to KWD 500,000 and licence suspension or revocation. Kuwait was placed on the FATF's list of jurisdictions under increased monitoring on 13 February 2026, and supervision of the sector has tightened since.

Jewellers in Kuwait: FAQ

What is the scrap gold price per gram in Kuwait today?

The melt value of gold today is about KWD 40.02 per gram for 24K, KWD 36.69 per gram for 22K, KWD 35.05 per gram for 21K, KWD 30.04 per gram for 18K, at the international spot price converted to KWD (Oct 23, 2026 · 12:00 AM AST). How do Kuwaiti jewellers work out the value of old gold?

Weigh the piece, confirm its karat and stamp, and deduct stones. Multiply the weight by its purity (0.875 for 21K, 0.750 for 18K) to get the pure gold content, then value that at the gram price on this page. Shops pay less than the full value to cover refining and margin, and must pay by a non-cash method.

Can a gold shop in Kuwait accept cash?

No. Under Ministerial Resolution No. 182 of 2025, gold, precious metal and gemstone businesses may not use cash for any transaction. Payments must be made by non-cash methods approved by the Central Bank of Kuwait, and violators face closure.

Must gold jewellery be stamped in Kuwait?

Yes. Gold may be traded only after the Ministry of Commerce and Industry's Precious Metals Department has examined and stamped it. Inspectors seize unstamped gold found in shops.

Is there VAT on gold in Kuwait?

No. Kuwait has no VAT or sales tax, and its 2026–2030 fiscal plan does not include one.
