Rules for Jewellers in Italy

Reviewed October 2026. Check the sources for the latest rules before acting on them.

Making charges and pricing

Italian retail jewellery is usually sold at a price for the finished piece, including 22% IVA. In the wholesale trade, centred on Arezzo, Vicenza and Valenza, gold jewellery is commonly priced as metal plus fattura: the weight in 18-carat gold valued at the day's gold price, plus a workmanship charge per gram or per piece. Manufacturers also work in conto lavorazione, where the customer supplies the gold and pays only the fattura.

Old gold (oro usato) is bought by jewellers and compro oro shops by weight and fineness: the fine gold content is valued at a buying rate below the market price, and payments of €500 or more must be made by traceable means. Most of it is sold on as scrap to a banco metalli or refinery, which pays for the fine content after assay.

Hallmarking and purity marks

Marking is compulsory under D.Lgs. 251/1999 and its implementing regulation (DPR 150/2002). Precious-metal articles made and sold in Italy must be of a legal fineness and stamped with the fineness in thousandths and the marchio di identificazione: a flattened hexagon containing a star, the maker's or importer's number and the province initials. The legal gold standards are 750, 585 and 375, and any higher fineness is allowed. No negative tolerance is permitted, except for lost-wax centrifugal castings, where a 753 standard with a 3-thousandths tolerance applies. 750 (18 kt) is the standard of the Italian industry.

Manufacturers, importers and sellers of precious metals in raw or semi-finished form must obtain the mark from the Camera di Commercio and be entered in its registro degli assegnatari; the mark must be renewed every January. Articles legally made in another EU or EEA country that carry a fineness and responsibility mark need no importer's mark. Articles under 1 gram, antiques and used articles held by traders are exempt from marking, and the retailer is liable to the buyer for the declared fineness.

Tax on sales and scrap

Jewellery carries 22% IVA. Investment gold (oro da investimento) is exempt under art. 10, no. 11 of DPR 633/1972, introduced by Law 7/2000: bars and wafers of at least 995 fineness in weights accepted by the bullion markets, and coins of at least 900 fineness minted after 1800 that are or were legal tender and normally sell for no more than 80% above the value of their gold. Sales between businesses of gold material and semi-finished products of at least 325 thousandths, and of investment gold taxed by option, fall under the reverse charge (art. 17(5) DPR 633/1972): the buyer accounts for the IVA.

No IVA arises when you buy old gold from a private person. Under Agenzia delle Entrate resolution 92/E of 2013, used gold sold to a business that will melt and refine it is treated as gold material under the reverse charge. Used jewellery resold as jewellery can instead go through the margin scheme for second-hand goods (art. 36 DL 41/1995), with IVA due only on the margin.

Customer checks and reporting

Anyone who buys used precious objects from the public or takes them in exchange, including a jewellery shop, is a compro oro operator under D.Lgs. 92/2017. It needs a Questura licence (art. 127 TULPS) and must be entered in the OAM compro oro register before trading. It must identify every customer, record each deal on a numbered transaction sheet, use a dedicated bank account and pay €500 or more only by traceable means, never in cash, even if the purchase is split. Records are kept for 10 years, and suspicious transactions are reported to the UIF, the Banca d'Italia's financial intelligence unit. Businesses trading investment gold or gold material professionally must be in the OAM register of operatori professionali in oro, which replaced the Banca d'Italia list from 17 April 2025, and are obliged entities under D.Lgs. 231/2007.

Gold transactions covered by Law 7/2000 of €10,000 or more must be declared to the UIF. The threshold was €12,500 until D.Lgs. 211/2024 took effect on 17 January 2025, and same-type operations with one counterparty in a calendar month must also be declared if each is at least €2,500 and together they reach €10,000. The general cash limit bans cash transfers of €5,000 or more between different persons (art. 49 D.Lgs. 231/2007). From 10 July 2027 the EU AML Regulation also makes dealers in precious metals and stones obliged entities across the EU.

Jewellers in Italy: FAQ

What is the scrap gold price per gram in Italy today?

The melt value of gold today is about €114.48 per gram for 999 (oro puro, 24 kt), €104.97 per gram for 916 (22 kt), €85.94 per gram for 750 (18 kt), €67.04 per gram for 585 (14 kt), €42.97 per gram for 375 (9 kt), at the international spot price converted to EUR (Oct 23, 2026 · 11:00 PM CEST). Buyers of scrap pay a percentage of this melt value to cover refining, assaying and their margin; use the scrap column on this page to work out your own buying price.

How do Italian jewellers work out the value of old gold?

Weigh the piece, check its fineness mark (750 for 18 kt, 585 or 375) or test it, and multiply the weight by the fineness to get the fine gold content. Value that at the gold price per gram on this page. Compro oro shops and banchi metalli pay a percentage of that figure, and payments of €500 or more must be traceable.

Do I need compro oro registration if I only take old gold in part-exchange?

Yes. D.Lgs. 92/2017 covers both buying and exchanging used precious objects, so a jewellery shop that takes old gold in part-exchange must be in the OAM compro oro register and follow its identification, record-keeping and traceability rules.

Must gold jewellery be marked in Italy?

Yes. Articles made and sold in Italy must carry the fineness in thousandths (750, 585, 375 or higher) and the maker's or importer's marchio di identificazione issued by the Camera di Commercio. Articles under 1 gram are exempt.

Is IVA charged on scrap gold sold to a refiner?

Yes, but under the reverse charge: when gold material of 325 thousandths or more is sold between businesses, the buyer accounts for the 22% IVA. Investment gold is exempt.
