Rules for Jewellers in Egypt
Reviewed October 2026. Check the sources for the latest rules before acting on them.
Making charges and pricing
Egyptian jewellery is priced by weight: the day's gram price for the karat, with 21K as the benchmark, plus a making charge (masna'eya) per gram, plus 14% VAT on that making charge. The making charge depends on the piece and the workmanship and is set by the workshop and the shop. The Tax Authority's average making charges are used only to work out tax and are not compulsory retail prices. Bars and the 8-gram gold pound (21K) carry much lower making charges than jewellery.
When buying back old gold, shops pay the day's buying price for the karat, which is below the selling price, and the making charge is not refunded. Pieces are weighed and tested, and any non-gold parts such as internal wires or clasps are deducted.
Hallmarking and purity marks
Hallmarking (damgha) is compulsory. Under Law No. 68 of 1976 on the control of precious metals, gold, silver and platinum items may not be sold, offered or held for sale unless they carry the Egyptian government hallmark or a foreign hallmark recognised on a reciprocal basis. Traders and manufacturers must submit items to the Hallmarking and Weights Authority (Maslahet Damgh al-Masoghat wal-Mawazin), part of the Ministry of Supply and Internal Trade, which tests them and stamps only pieces that meet a legal standard. The legal gold standards include 21K (875), 18K (750) and 14K, and an item below 9K (375) cannot be sold as gold. Bars are also submitted to the Authority. Laser marking has been introduced alongside the traditional punch, and older stamps remain valid.
Gold-plated items must be marked "ملبس" (plated). Selling or holding unstamped items for sale is punishable by a fine and confiscation, and repeat offences can lead to the shop being closed.
Tax on sales and scrap
The 14% VAT under VAT Law No. 67 of 2016 is charged on the making charge only, not on the value of the gold; the Tax Authority confirmed in June 2026 that gold and silver as metals are not subject to VAT. Under a 2022 protocol between the Tax Authority and the gold trade bodies, the tax is collected when pieces are hallmarked, using average making charges per gram set for each karat. These averages rise by 10% every 1 July; the current figures (Customs tariff circular No. 33 of 2026) apply from 1 July 2026 to the end of June 2027. Imported jewellery is taxed on a making charge no lower than the local average. Bars and gold coins were excluded from the July 2026 increase.
No tax is due when a private individual sells you their own old gold.
Customer checks and reporting
Under the Anti-Money Laundering Law (Law No. 80 of 2002, as amended in 2020 and 2022), dealers in precious metals and stones are designated non-financial businesses when they carry out cash transactions with customers at or above a threshold set in the law's executive regulations. Covered dealers must identify customers and beneficial owners, keep records and report suspicious transactions to the Money Laundering and Terrorist Financing Combating Unit (EMLCU), without telling the customer. The 2021 MENAFATF evaluation named the Ministry of Supply and Internal Trade as the sector's AML supervisor and rated dealers in precious metals and stones as moderate to high risk.
The Consumer Protection Law (No. 181 of 2018) requires an invoice and an accurate description of every piece sold, including its karat and weight.

Jewellers in Egypt: FAQ
What is the scrap gold price per gram in Egypt today?
The melt value of gold today is about E£7,093.05 per gram for 24K, E£6,212.63 per gram for 21K, E£5,325.11 per gram for 18K, E£4,153.59 per gram for 14K, at the international spot price converted to EGP (Oct 23, 2026 · 9:37 PM EEST). Buyers of scrap pay a percentage of this melt value to cover refining, assaying and their margin; use the scrap column on this page to work out your own buying price.
How do Egyptian jewellers work out the value of old gold?
Weigh the piece, check its karat, and deduct any non-gold parts. Multiply the weight by its purity (0.875 for 21K, 0.750 for 18K) to get the pure gold content and value it at the price on this page. Shops pay the day's buying price for the karat, which is below the selling price, and the making charge is not refunded.
Is VAT charged on the gold in Egyptian jewellery?
No. The 14% VAT is charged only on the making charge (masna'eya). It is collected when pieces are hallmarked, using the Tax Authority's average making charges, which rise 10% every July.
Must gold jewellery be hallmarked in Egypt?
Yes. Under Law No. 68 of 1976, gold items may not be sold, offered or held for sale unless they carry the stamp of the Hallmarking and Weights Authority or a recognised foreign hallmark.
Where do Egyptian jewellers report suspicious transactions?
To the Money Laundering and Terrorist Financing Combating Unit (EMLCU). Dealers in precious metals and stones are covered by the AML law for cash transactions above the threshold in its executive regulations, and the Ministry of Supply and Internal Trade supervises the sector.
