Rules for Jewellers in China
Reviewed October 2026. Check the sources for the latest rules before acting on them.
Making charges and pricing
Chinese gold jewellery is sold in two ways. 按克计价 (priced by weight): the weight × the shop's daily 足金 price per gram, plus a 工费 (labour fee) per gram or per piece. 一口价 (fixed price): one price per piece, common for hard-gold (硬金), ancient-method (古法金) and branded designs. The shop's daily gram price sits well above the Shanghai Gold Exchange (SGE) Au99.99 price because it includes 13% VAT, 5% consumption tax, costs and margin. Stones are priced separately.
For buy-back (回收), jewellers and recyclers test and weigh the piece and pay a price per gram linked to the SGE Au99.99 price, less a deduction. In 以旧换新 (trading old for new), shops credit the old gold by weight against the new piece and usually charge an exchange fee per gram.
Hallmarking and purity marks
China has no state hallmarking. Purity is governed by the mandatory national standard GB 11887-2012 (首饰 贵金属纯度的规定及命名方法), enforced by the market-regulation authorities and tested by accredited inspection centres. Gold jewellery must carry a stamp (印记) and label showing its purity, with names such as 足金, 18K金 or Au750. Since amendment No. 1 took effect on 4 May 2016, gold of 990‰ or more may only be called 足金: names such as 千足金 and 万足金 are no longer allowed, and a seller claiming a higher content must publish an enterprise standard and is inspected against it. A revision of GB 11887 is in preparation.
A new recommended national standard for recycled gold raw material, GB/T 47603-2026 (再生金原料), takes effect on 1 December 2026 and sets classification, technical requirements and test methods for the old-gold trade.
Tax on sales and scrap
Gold jewellery carries 13% VAT (under the VAT Law in force since 1 January 2026) and a 5% consumption tax charged at the retail stage on gold, silver and platinum jewellery and diamonds, on the price excluding VAT. In 以旧换新 trade-ins, consumption tax is charged on the amount actually received, excluding VAT. Sales of standard gold on the SGE or the Shanghai Futures Exchange are VAT-exempt for the seller.
Since 1 November 2025, under MOF/STA Announcement 2025 No. 11 (in force until 31 December 2027), a member or customer that takes physical delivery of exchange gold for non-investment use, such as making jewellery, receives an ordinary invoice and may deduct input VAT at only 6% of the price; before, a special VAT invoice was issued for the delivered gold. The jewellery it then sells is taxed at 13% as before. Buying old gold from a private individual involves no VAT, but it also gives you no input invoice, so check the treatment with your tax adviser.
Customer checks and reporting
The revised Anti-Money Laundering Law, in force since 1 January 2025, treats dealers in precious metals and stones as designated non-financial institutions. The People's Bank of China's measures for AML/CFT in the precious metals and gemstones business (银发〔2025〕124号), in force since 1 August 2025, apply to dealers in spot gold, silver, platinum, diamonds and jade, including finished jewellery, when they carry out cash transactions of RMB 100,000 or more, single or a customer's daily total. At that level, and whenever money laundering is suspected, the dealer must carry out customer due diligence (identity, beneficial owners and purpose) and file a large-transaction report with the China Anti-Money Laundering Monitoring and Analysis Center within five working days.
Suspicious transactions must be reported whatever the amount, and customer and transaction records kept for at least 10 years. Dealers also need internal controls, a money-laundering risk assessment at least every three years and screening against sanctions and terrorism lists. For the old-gold trade, the China Gold Association's voluntary group standard for trade-in services (黄金以旧换新经营服务规范, December 2025) expects operators to be properly licensed, meet their AML duties and give the customer a written test record showing gold content, weight, loss and the amount credited.

Jewellers in China: FAQ
What is the scrap gold price per gram in China today?
The melt value of gold today is about ¥865.35 per gram for 999.9 (Au99.99 bars), ¥856.78 per gram for 足金 (at least 990), ¥792.74 per gram for 916 (22K金), ¥649.08 per gram for 750 (18K金), ¥506.28 per gram for 585 (14K金), at the international spot price converted to CNY (Oct 23, 2026 · 5:00 AM CST). Buyers of scrap pay a percentage of this melt value to cover refining, assaying and their margin; use the scrap column on this page to work out your own buying price.
How do Chinese jewellers work out the value of old gold?
Test the piece (often with an XRF analyser) and weigh it, then multiply the weight by its purity, for example 0.990 for 足金 or 0.750 for 18K, to get the fine gold content. Value that at the gold price per gram on this page, which tracks the SGE Au99.99 price. Recyclers pay a price per gram below that, after a deduction for refining and margin.
Why is a shop's 足金 price per gram higher than this page?
This page shows the world price converted to yuan, before tax. Shop prices add 13% VAT, 5% retail consumption tax, labour (工费), costs and margin. Since November 2025, jewellers taking gold from the exchange for non-investment use can also deduct input VAT at only 6%.
Can gold jewellery still be sold as 千足金?
No. Since 4 May 2016, gold jewellery of 990‰ or more may only be named 足金; terms such as 千足金 and 万足金 are not allowed under GB 11887.
When must a jeweller file a large-transaction report?
For cash transactions of RMB 100,000 or more, single or a customer's daily total, within five working days, to the China Anti-Money Laundering Monitoring and Analysis Center. Suspicious transactions must be reported whatever the amount.
